I. Introduction
This JSY-3b1c timer of decompression, current break and short circuit is co-manufactured by our company with US Houston Texas Electricity Industry Company integrated with the latest American advanced professional computer digital hardware control and load testing & locking techniques, and the technological level and quality of the instrument are leading its domestic competitors of similar products. This instrument is an indispensable device for the electricity operator to improve economic benefit and to reinforce power supply management, which is highly praised and relied upon by numerous power sectors.
II. Applicable scope
This instrument is applicable for monitoring that whether the energy measurement PT secondary side and CT secondary side has the following abnormalities or not.
1) Disconnection of one-phase or multi-phase voltage causing decompression of watt-hour meter and default phase leads to lacked measurement or non-measurement.
2) Disconnection of one-phase or multi-phase current will cause the current break of the watt-hour meter, leading to lacked measurement or non-measurement.
3) Arbitrary short circuit shunt of secondary side CT causes lacked measurement or non-measurement of the meter.
4) The secondary circuit faults resulted from artificial reasons, such as privately loosening the screws of the voltage transformer, current transformer or the end junction box.
5) Poor contact of contact points resulted from long-term oxidation burned-out secondary terminals because of the overloading of current transformer and the secondary circuit faults for measurements caused by any accidents.
6) Wiring faults and secondary circuit faults within the current transformer or the meter.
7) Lacked and error wiring, decompression or current break resulted from negligence of operators.
In case of the above seven abnormal measurements, the instrument can accurately judge and record the time of decompression, current break and short circuit, and meanwhile deliver the warning signal and corresponding lighting instructions, enabling the staff on duty to report the failure in a timely and accurate manner and seeking for the lost electricity in accordance with the respectively recorded time. As a result, any unnecessary economic losses and disputes will then be avoided, in order to improve the measurement accuracy and to provide strong theoretical basis for the lost electricity.
III. Main features and functions
1) It introduces the latest American advanced professional computer digital hardware control and load testing & locking techniques, and is characterized by high flexibility, precision timing, extremely low consumption and reliable performance.
2) It adopts the world most advanced polymerized high molecular flame-retardant plastic housing, which is characterized by sound appearance, high strength, great toughness, abrasion resistant, corrosion resisting and ageing resistance.
3) It can judge whether the PT secondary side voltage phase sequence is right or not, whether the positive three-phase voltage phase sequence is connected to the instrument or not. “Right phase sequence” will make the indicator light on, otherwise light off.
4) Hardware technology replaces the memorizer, making no extra battery is needed within the instrument, thus ensuring the judgment process not affected by the power supply.
5) The imported current transformer replaces the standby battery, making simultaneous decompression timing of PT three-phase be permanent.
6) It adopts the integrated mechanical digital counter for timing, and can ensure the recorded time not affected by power off and not lost permanently.
7) Reset device of the counter is equipped within the small cover at the right side of the instrument, which further smoothing the reset of the counter and avoiding any abnormal reset operations after being sealed.
8) It is convenient for installation and wiring, no auxiliary devices are needed to be installed at the secondary side circuit.

Note: When the arbitrary PT phase voltage is lower than 50±3V, this instrument will then make judgment on the decompression and timing at the same time; When the arbitrary PT 2-phase or 3-phase voltage is lower than 50±3V, this instrument will then make judgment on the decompression of the 2-phase or 3-phase decompression and timing at the same time, and then make alarm;

Note: When the arbitrary PT phase voltage recoveries to over 54±3V, such phase is then back to normal.
10. Secondary side CT short circuit action current range: AC 0-1A
Note: The instrument will automatically tests the locking load in accordance with the total impedance of the CT secondary side circuit connected on sire. When there is short circuit shunt in secondary side circuit CT, the corresponding counter and alarm device will then be triggered. The instrument will stop timing and alarming until the short circuit shunt is eliminated.

Note: 11and12terminals can be externally connected with electric bell as demanded by customers, in order to conduct alarming of decompression, current break and short circuit, or control the decompression, current break and short circuit lighting signals. (Seen in Figure 4)

Rated current of the SWITCH K is 3A, and the electric bell with voltage from 1~600VA can be available.
VII. How to read the recording time of multi-phase counters (Seen in Figure 5)
Nameplate of this instrument has six counters, which are respectively used for recording the decompression time of UA, UB and UC and the time of current break and short circuit of IA, IB and IC. The value in red box of the counter multiplying with 6 will then calculate out the minutes of time of decompression, current break and short circuit. And the figure in black box is the number of hour of the decompression, current break and short circuit of such phase.

. Thus, the time of decompression of UA is namely 87h18m, and the readings of other phases shall be calculated accordingly.

VIII. Reset operations of timer (Seen in Figure 1)
Please firstly open the small cover at the right side when needing to conduct the reset operations of counter. Then you can see six micro reset switches UA, UB, UC, IA, IB and IC. Press down the corresponding switch to reset the data of the corresponding counter, namely pressing down the UA switch to reset the data of UA-phase counter.
For example:
When reset the UA-phase counter, press down the UA switch, the UA-phase counter will then start to run. In case finding the figures of the counter are increasing, press the UA switch repeatedly until the value is changed into zero.
IX. Storage and maintenance of decompression, current break and short circuit timer
1. The instrument shall be avoided from severe impact or falling from high position.
2. Please do not place the product directly under sunlight or in any damp places.
3. In case that the instrument is applied for online operation for over three years, it is necessary to test the main technical indexes of this product.
4. Such instrument leaves the factory after strict debugging of various technical indexes by our company. In case of any quality issues during the installation and calibration process, please do not operate the machine arbitrarily for adjustment or repair, you should repair or replace them only after contacting with our sales department.
